This Congress will bring together researchers, policymakers, and educators from across the globe to share knowledge, forge new collaborations, and advance our shared commitment to high-quality, impactful education research. As a city renowned for its openness to ideas, culture, and innovation. Bilbao offers a fitting backdrop for this gathering.

Many Contexts, One Global Inquiry: Rethinking Education Research Together
Around the world, education research across contexts of learning addresses strikingly similar issues and aims to be relevant to policy and practice. Whatever the topic—access and equity, diversities, culture, values and identity, artificial intelligence, science, technology-supported learning, teaching effectiveness, policy impacts, or workforce preparation, to name but a few—common questions and concerns drive inquiry. Scholars and students alike have been increasingly drawn to connecting their work to research in other countries, cultures, and contexts. There is also growing interest in building cumulative knowledge and critiquing the strengths of findings and inferences through the lens of multiple perspectives enriched by studies conducted in a variety of global contexts.
Unlike WERA Focal Meetings, which are organized in partnership with member associations, the WERA Congress 2027 is WERA’s flagship global scientific gathering. It brings together education researchers from across all areas of educational research who share a commitment to advancing knowledge through international, comparative, cross-cultural, and transnational perspectives. The WERA Congress is designed as a space where diverse research traditions, methodologies, and contexts come into dialogue, fostering collaborations that transcend national and disciplinary boundaries.
The WERA Congress 2027 therefore invites papers, posters, and symposia from submitters drawn to the opportunity to advance knowledge and foster a reimagining of education research with a worldwide perspective at its core. This second WERA Congress in particular seeks to attract significant international, transnational, and comparative scholarship and to encourage presentations that critically examine methodologies, measures, and modes of inquiry to support such work. Submissions that explore and explain commonalities and differences across countries and regions are sought. Also welcomed are submissions that address worldwide opportunities or constraints in advancing education research and fostering innovations in communication, collaboration, and networking.
